Essential knowledge and experience

In depth knowledge and experience in project management as a project manager and programme manager or equivalent, including the delivery of multiple site building projects, including PFI and large complex ICT projects.

Detailed knowledge of a range of recognised Project Management assessment, audit tools and techniques applicable to single programme – multiple site activities such as PRINCE 2.

Excellent project management skills to enable a range of projects to be successfully completed against tight time and resource constraints.

Evidence pf project orientation to enable issues to be tackled in a corporate manner and ensure resolution through negotiation.

Demonstrable awareness of business case preparation and ability to co-ordinate inputs from a range of sources – staff/advisors/agencies to meet programme requirements.

Ability to represent and promote the organisation with external bodies and stakeholders, adapting communication style to suit audience/occasion.

Ability to work under significant pressure and to tight timescales using own initiative and with minimal supervision whilst recognising occasions when matters need referral to other personnel.

Ability to establish and maintain high personal and professional credibility with a range of individuals/stakeholders, such as members, headteachers and governing bodies.

Ability to manage staff and external advisors drawn from a wide range of professional disciplines and foster sense of team working and achievement of programme requirements.

Knowledge of public sector management practices, including financial regulations, standing orders and procurement processes.

ICT skills and knowledge of/ability to use main software packages – word/excel/project.

Ability to plan, co-ordinate, monitor and evaluate complex project work in a way which is consistent with agreed strategy (both at the Corporate, service level and at general stakeholder level.)

To work in partnership with Education Health and Social Care Partners in the development and implementation of Children’s Services projects and programmes across the Council.

Provide expert programme and project management services and advise on complex issues relating to the programme and national, strategic and
operational requirements of Children's Service

Main responsibilities

Undertake and sustain a broad strategic and enabling role with Corporate and Health partners in enabling the delivery of a comprehensive range of projects

Plan and implement key strategic projects as identified by the PDM under LBTH and Prince II project management principles and chair and co-ordinate the work of the project teams as required.

Manage the delivery of work packages delegated to participating senior managers and project staff

Provide detailed financial budgeting information using established and bespoke monitoring systems and milestones and produce detailed reports as required.

Develop partnerships with Directorates, Corporate, the Health Community and other stakeholder managers and co-ordinate project management services on behalf of project boards as required.

Manage complex national, Pan-London, Corporate and local health relationships as necessary to produce detailed work for key projects within the
programmes and projects.

Facilitate dissemination of ‘Best Practice’

Identify and monitor external links with a variety of private and voluntary sector agencies as appropriate.

Monitor and evaluate objective performance data to show a positive and clear track of all projects using LBTH and PRINCE II project management principles.

Ensure the most appropriate methods of full consultation with all stakeholders are used to ensure cohesiveness with other services.

Develop and maintain project management tools that are compatible with the Development & Renewal Programme Office including project planning, project risk and issue logs and project delivery matrix in order to monitor and report
on project progress as necessary.

Identify and capture project issues and risks, ensuring timely resolution, detail and escalation where appropriate.

Ensure that all deliverables are managed through agreed sign off procedure.

Ensure that change control procedures are adhered to and updated when necessary.

Contribute to and maintain an indexed library of electronic and hard copies of all project information including all deliverables and management information.

Keep up to date with good practice associated with e-government and best value activity.

Ensure that any e-government/ICT projects support and generate a holistic approach for service delivery on behalf of Children's Services which allow integration within the borough and with external partners and suppliers.

Undertake research and preparation of papers in respect of committee reports, reports to consultative forums, response to enquiries from members, trade unions and other stakeholders.

Keep up to date in knowledge and understanding of current initiatives impacting on Children's Services from both a policy and practice perspective and the partnership agenda with Health.

Represent the Directorate on national and local agency forums as required.

Deputise for the delegated project sponsor and Project Delivery Manager as required.

Provide a high level of customer care and promote a good external perception of the Council at all times.
