Principal Responsibilities:
Responsible for overseeing the procurement of major contracts to include Planned Maintenance, Decent Homes and Decent Homes Plus, Responsive repairs and any other major works programmes, as identified by the Asset Manager or Business Plan.
Advise upon the best form of contract and procurement process within the legislative and regulatory framework of the European Union and the Councils Standing Orders.
Responsible for Contractor selection and evaluation of major works tenders in conjunction with other nominated representatives of the Council, members and stakeholders.
Responsible for reviewing contract provisions in line with changes in legislation and communicate such changes to members of the Maintenance and Repairs division.
Research, develop and implement training programmes to support any internal training regarding contract procurement and administration.
Develop and oversee performance monitoring (including cost monitoring, projection and analysis) of the major contracts and provide management information to the Housing Property & Asset Manager and to drive continuous improvement in the delivery of services.
Liaise with contractors to develop integrated supply chain working to deliver efficiencies.
Undertake Risk Management analysis of all major contracts and to ensure the regular review and amendments to ensure the safe delivery of services.
Provide estimates of cost for major contracts and develop mechanisms for the constant monitoring and review of costs against budget. The mechanisms are to include early warning systems to provide management information to the Housing Property and Asset Manager.
Assess the Health and Safety provisions of the Contractors delivering the major works schemes to ensure compliance and implementation of current legislation and good practice.
Provide professional advice to the Housing Property and Asset Manager and members of the Housing Futures Project team in order to develop the business plan and cost information. The information will be used to support the potential Large Scale Voluntary Transfer of the Housing stock to a newly formed Community Gateway Model Registered Social Landlord.
Responsible for the effective management and use of all resources in the service in relation to the management and delivery of Housing Repairs and Maintenance contracts.
Ensure the Council meets all relevant legal, financial and audit regulations in relation to this service area and to exercise appropriate delegated authority in relation to the Council’s scheme of committee delegation, standing orders and financial regulations.
Ensure the service contributes fully to the Council’s corporate agenda and works collaboratively to achieve cross cutting objectives and key priorities.
Keep up to date with changing legislation and the external context affecting all areas of the service, and to respond/organise services as necessary.
Ensure appropriate, timely advice and information to Members and senior management on all matters affecting the service.
Deputise for the Senior Manager – Housing property & Asset Management as necessary for the functional areas covered by this job description.
To participate in the emergency planning function of the council as required.
To ensure that the Council's risk management framework is applied within your service area.
To actively seek to implement the Council’s Equalities policies in relation to the duties of the post.
