Job Description :

To design, develop, procure, control and deliver projects and services that contribute to fulfilling the council’s objectives for the Aylesbury Regeneration Programme.

Contribute to the master-planning of the sites comprising the Aylesbury Estate. This includes taking responsibility for the preparation of development briefs and marketing materials. early kick start sites .

Coordinate the council’s housing management and development activities on the Aylesbury Estate. Ensure a strategic and holistic approach to the planning and co-ordination of project activities and other local initiatives in order to maximise opportunities in the area for local people.

Manage the involvement of other council staff and other partnerships and community council members to design, develop, implement and deliver projects. Maintain good relations with council officers in environment, regeneration, planning, property, procurement, legal and finance and ensure a clear corporate approach to all procurement and project development is adopted.

Maintain and further develop links between the range of council and external organisations, such as Elephant and Castle, Southwark Schools for the Future, Bermondsey Spa/Canada Water, community organisations, businesses, statutory organisations and strategic service providers.

In accordance with the principals of Comprehensive Performance Assessment (CPA) establish effective structures and mechanisms that ensure project delivery is quality driven and responsive to the needs of the community .

Develop tender specifications for projects based on needs analysis and in consultation with relevant internal and external local interests and other council departments; and where appropriate other Local Authorities.

Provide a wide range of support to the procurement process, covering; PQQs, competitive dialogue, tender specification and assessment of competing tenders, advising on outcomes etc., whilst complying with the council’s contract standing orders

Commission and manage service contracts with external providers in line with the council’s contract standing orders.

Ensure that projects initiated by agencies operating in the area, i.e. the statutory, voluntary and community, are complementary and that cross referral mechanisms are developed where appropriate.

Ensure that voluntary and community sector organisations are not inadvertently disadvantaged when bidding opportunities and partnership working with the council.

To be accountable to the Principal Project Manager for the day to day management of projects relevant to the Aylesbury programme.

To provide expert and up to date advice to the council, it’s committees, members and officers (including community councils) and all relevant partnership bodies on all matters relating to the Aylesbury regeneration programme

To develop a culture of openness and transparency, ensuring the participation of users, general public and that their views are appropriately incorporated into decision making.

To establish and maintain all systems necessary to manage and monitor the delivery of the Aylesbury programme, including those required to satisfy external public and private funders.

To produce performance and service plans for the Aylesbury programme that contribute to the overall objectives and performance plan

To assist in the creation of a high performance team comprising staff directly employed by the programme, together with all others with a direct or indirect input to the scheme.

To implement financial strategies for the Aylesbury programme ensuring that resource limits are not exceeded and corporate standards are adhered to throughout.

To ensure at all times that the best use is made of available resources.

To ensure that there are rigorous budget controls in place to manage the programme finances.

To provide expert and up to date advice to the council, its committees, members and officers (including community councils) and all relevant partnership bodies on all matters relating to the Aylesbury regeneration programme

To maintain working relationship with key London agencies as listed in paragraph 6 as appropriate

To support a range public communication, consultation and engagement activity through exhibitions, newsletters, attendance at community councils, T&RA and other public meetings.

To continuously maintain productive working relationships with all appropriate external stakeholders

Any other duties as may reasonably be required from time to time commensurate with the grade of this role.
