Job Description :

You will be responsible for the following:

To manage the Housing Renewals Department’s in house Mechanical and Electrical Services Design Team.

To take overall responsibility for the Investment profiling, replacement under Capital funded schemes of mechanical and electrical installations in the Council’s housing stock.

To be responsible for the management of the coordination of ongoing maintenance during construction, and D.L.P. phase. Acceptance testing and handover of the scheme.

Liaison with other capital programme managers to ensure compliance with statutory regulations of non-M&E specific programmes

Management of Mechanical/Electrical design Engineers x 3. Client Services Inspectors/Clerk of Works

To manage the Housing Department’s Mechanical & Electrical Services Design Team. To recruit, develop and supervise staff engaged on mechanical & electrical capital projects & contract administration, specification, procurement and programme management.

To provide the highest level of technical expertise in all aspects of mechanical & electrical installations and plant, including design, specification, commissioning, and fault diagnosis.

To provide a high level of knowledge of Health and Safety law, applicable statutory regulation, and contract law.

To provide a high level of knowledge of the application of IT installations and repair systems, and expertise on the application of the e-government agenda to M&E service provision.

To manage major incidents in cases of dangerous and potentially dangerous situations on capital projects in accordance with statutory requirements.

To attend immediately and frequently major capital projects system failures with potentially serious health and safety consequences for residents. Take responsibility for the planning and implementation of on-site risk management, diagnostic and remedial work.

To develop and procure high value capital contracts for capital works of mechanical and electrical installations.

To develop and manage systems for capital contract administration.

To specify and project manage major works for replacement of installations.

To develop and implement large-scale investment strategies and procurement policies for the improvement, refurbishment or replacement of mechanical and electrical installations, and to reconcile frequently conflicting needs and demands.

To develop and implement innovative solutions, policies and strategies in response to a continually changing external commercial and technical environment.

To communicate/advocate/negotiate effectively and continually with residents, resident organisations, Members, contractors, the press, regulatory and other external bodies on contentious issues ranging from specific cases and programmes to major policy issues.

To resolve a range of complex and high profile issues with technical, commercial, political and social aspects, and significant impacts on service provision, often without the benefit of clear policy guidelines.
