Job Description :

The role is as follows:

To carry out general management and valuations of the City Council's land and property holdings, including disposal of Council houses under Right to Buy legislation.

Inspection, survey and preparation of reports, valuations and plans of Council houses and flats under the 1985 Housing Act Right-to-Buy provisions, including appeals submissions to the DV and Equity Share transactions.

Acquisition and disposal of land and property as determined by the relevant Committees, including negotiations in respect of compulsory purchase and compensation claims.

The negotiation of terms of new leases, licences and easements including rent reviews, lease renewals, deeds of variation, restructuring of leases, etc.

Day-to-day management of the City Council's non-operational land and property assets.

The carrying out of other valuations and appraisals on behalf of the Department and the other Council Departments at the instruction of relevant Council Committees.

To assist in the co-ordination of such industrial and commercial developments as may be undertaken by the Council.

The co-ordination of the work of the Section with other Sections of the Department and other Departments of the Council.

To maintain property and valuation records.

To contribute to the establishment of procedures and performance standards and to their being monitored once adopted.

To carry out such other duties as the Chief Estates Surveyor or Head of Property and Building Services shall properly require from time to time in accordance with the grading of the post.

To be innovative in use of PC systems to further enhance Property Services' performance.

To support the Chief Estates Surveyor in the induction and professional training of Estates Surveyors and the Property GIS Officer and to assist in the production of accurate plans for all purposes.

To manage designated cost centres including, where appropriate, the calculation and management of service charges and assist in the preparation, control and monitoring of income and expenditure budgets.

To maintain up-to-date and accurate timesheets in accordance with the systems being operated by the department from time to time.

Through the Head of Property and Building Services and the Chief Estates Surveyor, to provide the relevant Committees served by the Section with information and advice in order to bring about the Council's objectives and effectively manage the Council's land and property holdings in accordance with such objectives
