Job Description :

The role is as follows:

To advise the Property Valuation Manager and the Property Valuation Adviser on valuation and property development matters in support of the property management of the Council’s portfolio.

One of the two roles will support the valuation function and the other will support the commercial estate management function.

Work closely with internal and external agencies and partners to advise the Council in all relevant areas.

To assist in maintaining an up to date asset valuation register of the Council’s portfolio.

To assist and attend in valuation and estate management matters at Court, Tribunal and other appropriate matters of litigation or dispute.

To advise on negotiations for the acquisition, disposal, letting and development agreements on behalf of the Council as necessary.

To undertake the estate management of the Council’s commercial and operational portfolio, including markets and workshops.

To monitor, analyse and produce quarterly reports on property market conditions and trends and liase with the Property Records Manager to record property data and prepare reports.

To lead and analyse feedback from customer satisfaction surveys to improve service delivery.

To ensure corporate compliance with all rules and regulations.

The post holder reports to the Property Valuation Adviser.

The post holder has line management responsibility for 1 trainee property assistant and various external contracts. The post holder will supervise the work of the trainee and will provide on-the-job coaching and training on matters of a professional and technical nature.

The post holder will have some budget responsibility for services carrying a revenue budget of circa £7M pa, and a capital portfolio worth in excess of £1 billion as it relates to valuation, estate management and development schemes across the Council.

The post holder will liase with colleagues and external agencies to ensure the provision of effective Property & Development.

The post holder will be required to work some evenings, weekends and occasional public holidays in order to meet service requirements and in order to ensure appropriate representation of the Council with residents, the Mayor and elected members, and external bodies.

To maintain and update the Council’s asset valuation register in accordance with government and professional guidelines.

To provide all capital and rental valuations advice in respect of the Council’s initiatives and transactions.

To record, monitor report and benchmark all property valuation and management service indicators.

To maintain an up to date valuation comparables database and produce regular trend and analysis reporting to the Property Valuation Adviser in conjunction with the Property Records Manager.

To deputise for the Property Valuation Adviser as necessary.

To prepare reports for Council, Cabinet and other senior internal and external meetings on behalf of the Council, and present if required.

To monitor and maintain budgets as appropriate.

To prepare reports on behalf of the Executive Director of Resources and other senior Council officers.

To co-ordinate, monitor and report all relevant staff and property related performance management measures in support of the service and corporate property provision.

To assist with instructing, monitoring and client managing external contracts as necessary.

To ensure provision of general property management advice to a large complex organisation.

To deputise for senior colleagues at internal and external meetings as necessary.

To optimise the returns to the Council from the management of the portfolio.

To procure, as appropriate, resources in conjunction with corporate policies and procedures.

To produce service performance information in support of business goals, monitoring trends and taking necessary action to improve service delivery

To assist the Property Valuation Manager and Property Valuation Adviser with organising staff events in support of corporate and team goals.

To assist with corporate service planning.

To attend regular team meetings.
