The role involves:

To deliver a co-ordinated and effective service as part of the Highways Team and to manage a professional service within a designated geographical area. To carry out safety highway inspections and assessments, defend third party claims, deal with enquiries and engage with others for the good of the Council.

Carry out safety related highway inspections to the required frequency, assesses road condition, estimates cost of remedial works and provides information to support the asset management plan
Deals with customer enquiries, both from members of the public, Councillors, parish councils stake holders and updates customer as to action.

Deals with third party insurance claims against the Council, supplies information from the software system and completes documentation regarding these matters.

Attends Court to defend the Council’s position and to act as a witness for the Council’s defence

Supervision of contractors working for the Council on highway related works, (specialist, direct labour and sub-contractors.)

Attend parish council and other meetings, supplying information and updating others on highway related matters

Takes part in Duty Officer Standby arrangements out of normal working hours when required. Becomes a LALO officer at bronze level to attend major incidents

Monitors expenditure to meet budgets.

Administers and completes projects and specialist
The role holder will inspect the public highway, using a data capture device, and note any defects or hazards, raises jobs from the information gained and passes on any other hazard to the appropriate department/Utility or organisation. Deals with and resolves all highway related enquiries in a geographical area.

Reporting to the Highways Maintenance Manager, the post holder will be responsible for carrying out highway safety inspections, using a data capture device, to the required frequency for inspections. ( This is a key role in defending third party claims against the Council, and discharging the Council’s responsibility under Section 41 of the Highways Act 1980. Inspections must be undertaken within specific time frames and be sufficiently robust in order to provide evidence in Court proceedings)

Carries out maintenance specific inspections and defect identification, estimates and arranges appropriate remedial works, utilising the relevant software applications

The post holder will also be responsible for assessing road condition and providing information to support the asset management plan. Prepares and submits estimates, with appropriate weighting and priority, for inclusion in the LTP ( Local Transport Plan ) bid process.

The role holder will deal with third party claims against the Council, investigating the claim, visiting site, arranging remedial works and preparing a variety of reports, including Utility data, inspection data, works order information and customer enquiries and presenting this data to the Councils Risk Manager. Attendance in
( County or other) Court to give evidence in the Council’s defence, when required.
( The role holder must be capable of being interrogated by a barrister, to defend the Council’s position )

The post holder will also be responsible for investigating customer enquiries, including those from Councillors, Parish Councils and other interested parties, deciding on any action to be taken and placing in hand remedial works necessary. Updates customer as to any action or reason why no action is taken.

The role holder will be expected to supervise contractors engaged in highway related works. This entails both placing orders, supervising works on site, ensuring that the specification is adhered to and authorising payment on completion.

Establishes and maintains constructive working relationships with other Council departments, relevant external agencies and other stake holders in order to provide a comprehensive and focussed highway maintenance service.

Monitors expenditure and adjusts works quantity to meet allocated budgets

Plans and programmes workload and supervises the day to day running of the manual workforce, sub contractors and associated office staff to deliver the service and meet targets. Liaises with Transport, Stores and suppliers to ensure that vehicles, plant and materials are programmed to carry out appropriate works

Checks work in progress, completes measurement and certification of works and ensures satisfactory standard of workmanship. Undertakes random quality and valuation inspections of operational areas to ensure consistent standards and valuation compliance.

Administers works and projects of a specialist nature, supervises and ensures that work/project is completed within the specified timeframe and to the required budget.. Researches and develops new materials and methods of working, to ensure Council processes are as and efficient as possible.

Takes part in the Standby/Winter maintenance/emergency arrangements, including out of hours working, decides on salting operations, authorises works to be placed in hand, supervises and deals with emergency situations. The role holder will also deal with recharging any works undertaken, using Police reports or visual/photographic evidence to support claim.

Acts as a Local Authority Liaison Officer ( LALO ) at bronze level. ( Attends major incidents at the request of the Emergency Services or Emergency Planning Officer, and reports to the Silver Commander in such matters as bomb threats, major flooding incidents, plane crashes ect. ) Uses contacts to provide support and services to deal with incident )

Processes and issues various enforcement notices ( usually under the Highways Act 1980 or the New Roads and Street Works Act 1991 )

Co-ordinates services and resources on Neighbourhood Action days. ( liaising with Waste/Landscape/Safer Communities and others to provide a comprehensive and focussed service to the public)
