Job Description :

The Corporate Property Manager will lead and develop the Council’s Property and Asset Management Service. This person will be responsible and accountable for the following services:

Building Services, Estates and Valuation, Facilities Management, and Corporate Cleaning service.

The Corporate Property Manager will be the Council’s principal adviser on all Property and Asset Management issues and act as the Council’s Corporate Property Officer and will be expected to make a full contribution to the achievement of the Council’s objectives and key priorities.

To be accountable for the operational management and effective performance of the following services/functions in the section: Building Services, Estates and Valuation, Facilities Management, and the Corporate Cleaning service.

To secure, manage and monitor the provision of service by external contractors.

To implement the Council’s Asset Management Plan in partnership with client departments to ensure that the Council achieves value for money and best consideration in it property and asset management activities.

To provide leadership, recommendations and advice in relation to property related negotiations eg. Development agreements, Head of Terms, Leasing matters, purchases etc.

To develop (and keep under review) clear service specifications and service plans, and ensure the achievement of targets, PI's and continuous improvement.

To be responsible for securing value for money in the delivery of services within the section.

To ensure all services are customer and community focused and responsive to changing needs.

To develop effective mechanisms for consulting and engaging the community in decisions about services, and for assessing service quality and effectiveness.

To ensure the Property and Asset Management Division contributes fully to the Council’s corporate agenda and works collaboratively to achieve cross cutting objectives and key priorities.

To keep up to date with changing legislation and the external context affecting services/functions within the section and to respond/organise as necessary.

To ensure appropriate, timely advice and information to Members and senior management on all matters affecting the Property and Asset Management service.

To develop a confident well motivated and appropriately skilled workforce to meet the needs of the service.

To develop positive working relations with staff and Trade Unions and an open, solution based approach to issues.

To ensure compliance with the Council’s personnel policies and procedures, including staff Training and Development Scheme.

To be responsible/accountable for all aspects of Health and Safety within the Property and Asset Management Section.

To develop and ensure appropriate and effective partnerships and working relationships exist between the Council, other agencies, voluntary sector, community organisations, local businesses, other Local Authorities, Parish and Town Councils and key stakeholders.

To be responsible for setting, managing and monitoring the financial resources, maintenance plans and physical assets of the Property and Asset Management Division to secure value for money, cost effective services.

To carry out such Emergency Plan functions as are required by Chief Executive.

To ensure the Council meets all relevant legal, financial, audit and building regulations in relation to this service area.
